The Virtual Statistical System (VSS), built for the World Bank, provides statistical offices in developing countries access to resources for statistical capacity building. Teamworks, an internal networking and knowledge-sharing platform built for the United Nations Development Program (UNDP), connects thousands of UNDP staff and consultants from over 35 UN agencies. Each year, donors allocate more than $130 billion in aid to developing countries. But where does this aid go, and how can citizens be empowered to track and report back on its impact? AidData, a joint initiative of Development Gateway, the College of William and Mary, and Brigham Young University, aims to answer these questions by making aid information more comprehensive, comparable, and comprehensible to a broad audience. AidData’s online portal offers access to a searchable database of nearly 1 million aid activity records. AidData’s geocoding methodology, developed in collaboration with Uppsala University, has been used to pinpoint the location of thousands of aid projects, and is referenced in the International Aid Transparency Initiative (IATI). AidData also works with individual donors to help them compile aid information into web-accessible databases. Through AidData, Development Gateway is working to geo-enable aid information—a practical step to improve aid transparency. By tracking the exact location of aid activities at the sub-national level, all stakeholders can see where a school or clinic should be built. This geographical information is a missing link in the chain of accountability. With it civil society organizations can hold governments accountable for delivering results, and donors and governments can plan new projects and coordinate effectively. Making country aid information managements systems public is another way to increase aid transparency. For example, with funding from the European Commission Liaison Office, the Government of Kosovo implemented the Aid Management Platform (AMP) and made it available to the public online. Visitors to the website can view aid reports, browse donor profiles that show individual donors’ commitments and disbursements across sectors and aid modalities, and view an aid map that displays aid allocation by municipality. In February 2011, Development Gateway staff met with journalists, CSOs, and NGOs in Kosovo to explain the features and different ways of using the tool. The recently-developed Aid Management Platform (AMP) mobile app will allow users to access data and report progress on aid-funded projects from remote locations. In an even broader sense, mobile apps can enable feedback loops between donors, governments, and other stakeholders. With geographically specific information about aid projects, citizens and stakeholders on the ground could access records of projects in their communities.
